Investing abroad through trading securities will be regulated by a decree which has been drafted by the State Bank of Viet Nam to clarify Investment Law 2014.
Vietnamese investors can transfer foreign currency

getting investment licences from foreign local authorities under a
draft decree of the Ministry of Planning and Investment.
